Legal education seminars and CLE presentations are available for all states.  Bucklin also is principal of a round table group of Ph.D. and J.D. business ethics seminar education experts, which can provide expert seminar instruction in all states.

Expert Witness: Bucklin has the ability to evaluate performance of attorneys, in many areas of the law and legal practice, in states outside the states where he was admitted to practice law, and he has done so.  Why? Two reasons are because Bucklin ---
bullethas served as home office counsel for an insurer, selecting, supervising, and evaluating performance of attorneys in 34 states, in matters ranging from mortgage and security transactions to employment agreements and civil litigation --
bullethas handled transactions and commercial and personal litigation, involving attorneys from almost all states.

The two noted facts above, involving both litigation and transactional matters in multiple states,  is why Bucklin found it convenient to become licensed in four states and several federal district courts.  His credentials are nationally appropriate.

Although Bucklin is competent to examine performance of attorneys in many states, for time limitation purposes he normally self-limits the states of his interest to even fewer states than the more than 34 states in which he supervised or interacted with attorneys in past years.  We prefer not to spend time handling cases in California and the west coast, or New York and the east coast. The mid-country section states where Bucklin now normally accepts assignments as an expert witness are only: Arizona, Arkansas, Colorado, Iowa, Indiana, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Wisconsin, and Wyoming. (These states are in the 6th, 7th, 8th and 10th Federal Circuits.)

Bucklin will occasionally accept assignments outside of his states of interest (above) if there are special aspects of the matter that justify the time involved.

Bucklin Of Counsel started in 1992 with an office in Corpus Christi, Texas. Texas is sometimes regarded by lawyers outside Texas as a separate country (and indeed Texas does have some unique procedural law). We know our way in courts in Texas! Texas professional negligence, attorney malpractice, and attorney bills and rates can be effectively discussed.

Previously, Leonard Bucklin was owner of Bucklin Trial Lawyers, p.c., a regional law firm (Minnesota, North Dakota, South Dakota, Colorado, and Montana). That firm coverage persists today in the successor regional law firm of Bucklin, Klemin and McBride, PC., for which Leonard Bucklin continues to serve as Of Counsel.

The insurer for which Bucklin was general counsel for many years had its home office in the plains heartland of the United States. Litigation arose throughout the central states of the United States.  The business of insurance involves such things as the investments of large sums of money in realty and the management of agency offices , rental arrangements, securities transactions, and employment law of the states in which the company does business.  To accomplish the management of the legal affairs of an insurer doing business in multiple states involves the selection, supervision, and evaluation of the activities of outside counsel in those states, and an understanding what is an acceptable level of lawyer competence for the tasks at hand.

Most states do not require an expert to have a license to practice law in that state to testify in court as an expert witness about legal malpractice or insurance coverage or legal fees. (Illinois is a glaring exception.)  The determinative question for most courts is whether the expert is qualified by training and experience to help the court or jury, not whether he holds a license from the state.

Bucklin does expert witness work in all states. But particular emphasis is on states in only four of the eleven federal circuits, namely the 6th, 7th, 8th and 10th Circuits (namely the states of emphasis are Arizona, Arkansas, Colorado, Iowa, Indiana, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Wisconsin, and Wyoming).

Clients other than as an expert witness for attorneys will be accepted on an attorney-client basis in other matters only in states in which Leonard Bucklin is licensed as an attorney, and only when there is an express written retainer stating that the relationship of attorney and client exists.  This web site does not solicit attorney-client relationships.
